You don’t have to worry about that. Many universities have set up English-taught class. If you are not from English-speaking country, then you need to provide your IELTS test report; if you are from English-speaking country so you can just apply.

8; when shall I begin to apply for universities

You can tell us at any time if you want to apply for universities.usually the terms start at every March or September, it is better to apply two or three months ahead of the terms.
