CHANGSHA _ Hunan Province will accelerate the development of secondary and vocational education programmes to help boost agricultural and industrial production.

By the end of this year, the portion of eligible young people in the province enrolled in the nine-year compulsory education programme is expected to reach 91 per cent, up from last year's 87 per cent, said Vice-Governor Tang Zhixiang, who is in charge of education development.

The remaining 9 per cent, who live mainly in 19 relatively poor counties in Hunan, are to receive the nine-year compulsory education within the next two years, said Tang.

The provincial education committee has committed 60 million yuan (US$7.2 million) to fuel the education efforts in poor areas, according to the committee's deputy-director Jiang Zuobin.

To upgrade labourers' skills, China is determined to basically eliminate illiteracy among people aged between 15 and 50 and promote the nine-year compulsory education programme across the country within the next two years. The nine-year compulsory education pro-gramme generally involves six years in primary school and three years in middle school.

Hunan, a big agricultural province with over 65 million inhabitants, ranks first in the country in terms of grain production.

The province will take greater strides to promote vocational programmes, especially those focused on agricultural skills, said the vice-governor.

Hunan has 60 vocational schools which play an active role in spreading modern agricultural skills among farmers.

In Shaoyang, 10,000 farm households have learned new skills from vocational schools. The annual per capita net income of these households has reached over 10,000 yuan (US$1,200), according to the Shaoyang municipal government.

In the next few years, Hunan is predicted to make breakthroughs in fostering university-based high-tech industries, such as electronic information, materials, bio-engineering and the integration of optics, machinery and electronics, said Tang.

Hunan has a powerful scientific research base, boasting 47 colleges and universities.
